I am a Civil Engineer to the core. A structural addict shifted to water resources and inter state water disputes. I have been dealing the subject of water resources management and inter state waters since 2001 in Kerala State Electricity Board and Government of Kerala.

Presently working as a Member of the Mullaperiyar Special Cell of Government of Kerala, on deputation from KSE Board.

I worked as a task force member of GoK for the review of Parambikulam Aliyar Project, the first biggest inter linking of river experiment done in India in 1960s.



There was a discussion in facebook (I don't have access to facebook here and so unaware of the latest status. I got access to a Google's cache snapshot of http://af-za.facebook.com/topic.php?uid=47891397782&topic=11641 taken on 25 Oct 2009) titled MULLAPERIYAR IMBROGLIO. It is shocking to find that CWC is dancing to the tunes of TN.

"the assessment made by CWC to go for a low flood than the observed one is totally unacceptable to any standard. This demanded a review of the PMF and revision of spillway capacity of the Mullaperiyar dam for ensuring the safety of the dam and other projects located in the downstream. CWC has been asked to provide with the details fixing the above PMF, but their response was in negative. Even the results of flood routing studies were denied to Kerala.

But recently, Kerala Government gathered under RTI act from CWC that the results of the flood routing studies conducted by them. The studies revealed that even with an FRL of 136 feet and a lower PMF of 6003 cumecs and all 13 vents operative condition, the MWL in the reservoir will shoot up to 156.02 feet, much above the permitted MWL of 155 ft. It may be noted that dam is only designed for taking water pressure up to 155ft. Moreover, any increase in water level over and above 155ft is a clear violation of the Lease Deed of 1886. Kerala Government has already represented this matter along with the under estimation of PMF by CWC before the Hon’ble Supreme Court. Also now CWC informed Government of Kerala under RTI Act that the calculation of the above PMF and its hydrograph is absent at their office since the original work was done by TN PWD and they only endorsed the same. It is another shocking revelation by the Premier Organisation. The above reduced PMF is always projected as their baby and CWC simply washed their hands telling that it was not their baby but they only done the caesarean to get that baby out!"
